Antique Sterling Sugar Cube Tongs & Hand-Painted Cup In Engraved Silver Holder

Antique Sterling Sugar Cube Tongs stamped with insignia I can’t make out and the word “sterling” as seen in closeup photo. Hand-Painted Cup appears to be embellished with gold. Small pinpoint pits in glass and small duvet in the lip of the glass cup-please see closeup photo. The Engraved Silver Holder with hinged handle is at least Silverplate if not actual sterling like the tongs.. I have a closeup of the marking stamped in the bottom of the holder “F 38 67” with a “5” an inch away from the other markings. I’ve tried to do a amateur search on silver markings but didn’t find anything remotely similar. I found several silver marking charts that indicate the capital letters refer to a year and if that applies to this piece it would be 1873. I’m not trying make any claims so I have provided photos that show as much detail as I could to help the reader make their own determination. I didn’t find any clear comparable item.
